Indonesia
will be one of the largest vehicle exporters in the world. As KompasOtomotif
writes, research institute Economist Intelligence Unit (EIU) based in London,
England, entitled "ASEAN automotive: Looking to 2015". Indonesian
opportunity to become a giant in Southeast Asia is open when the agreement
ASEAN Economic Community (AEC) or free trade between the 10 ASEAN member states
applied from the end of 2015. Therefore, day by day making Indonesian street
feels more congested and jammed. According to the Directorate of Traffic Police
Jaya, every year the number of applicants continues to increase and the vehicle
could reach one million more applicants. Nowadays, the government is effort to
limit ownerships of vehicles. Consequently, there are advantages and
disadvantages of limiting ownerships of vehicles.
For some reasons, there are two
advantages of limiting ownerships of vehicles, such as: reducing traffic
congestion and reducing air pollution. The first is reducing traffic
congestion. It could be happened because the volume of vehicles on the road
will tend to rely more slightly than usual. This step also taken due to the
rapid growing automotive industry in Indonesia and it is not balanced with the
growth of roads in Indonesia, if steps are not taken will result in sustained
congestion. The second is reducing air pollution. Air pollutions from vehicles
include nitrogen oxides, particulate matter, carbon monoxide and hydrocarbons.
All have a damaging impact on human health, animals and plants. Vehicles have a
major impact on the environment through their construction, use and eventual
disposal. It is estimated that of the CO emissions produced over a car’s
lifespan 10% come from its manufacture and 5% from its disposal, with the
remaining 85% coming from fuel use and servicing operations. More vehicles that
operate will increasingly make the polluted air. Thus, the government should
immediately establish regulations of limiting ownership of vehicles in order
air pollution can be reduced.
Another reason, there are two
disadvantages of limiting ownership of vehicles, such as: reducing the state
income tax and difficulty to find unavailability of adequate public
transportation. The first is reducing the state income tax. Every the ownership of vehicles must pay taxes every year. It
would be a problem because the income tax
will be reduced vehicle. When limiting ownership of vehicle do going to result in a loss for the government on the taxation. The second is difficult to
find unavailability of adequate public transportation. The policy will harm to the community because
of the unavailability of adequate public transport. As we know, the quality of
public transport in Indonesia is very bad. That is the reason why the people
are lazy to use public transport. If this vehicle ownership restriction policy
is applied, this policy should be run with the improvement and increased in the
number of public transport. It is to reduce the loss of the ownership of
vehicles.
As a result, limiting ownership of
vehicles has advantages and disadvantages. It depends on the government to
carry the policy out or not. More importantly, the policy conducted by the
government just for the sake of Indonesian society, not for one particular
person.
